            The regular meeting of the Superior Refinery Community Advisory Panel (CAP) was called to order by facilitator Mary A. Green, beginning at 6:04 p.m., January 3, 2002, at WITC. 

 

            Mary welcomed new members Robyn Bass and Keith Kesler.  She asked everyone to introduce themselves.  Mary said Keith would be talking to the panel about the (Local Emergency Planning Committee (LEPC).

 

            Meeting logistics were covered:

·        The agenda and handouts were reviewed.

·        The minutes from the October meeting were approved as distributed.

·        Handouts were reviewed.

 

 

 

 

 

 

 

New Business

 

Local Emergency Planning Committee (LEPC)

 

Keith introduced the panel to the LEPC, the organization that is responsible for ensuring that community safety plans are in place.  [A membership list for the LEPC is attached as well as the guidelines for selecting members.]  The committee:

·        Prompted in the 1980s after the incident in Bhopal.

·        Reviews community response plans.

·        Has 21 members that are appointed positions, including industry, media, emergency responders and community members.

·        Is mandated and regulated by the federal government.

·        Is for Douglas County.  Each county is required to participate in an LEPC.

·        Some are more active than others.  Required to meet once a year.  Douglas County LEPC meets four times annually.

·        The organization conducts training, tabletop drills and encourages all responders to interact.

·        The LEPC is a coordinating agency and not a response agency.

 

Keith and others explained the overall approach to coordinating response to a transportation incident:

·        First responder is notified and responds to incident.

·        Methods are used to identify material in transport vessel.

·        Command center is called.

·        Additional responders are called to incident.

·        Communication between source and other resources is established.

·        Response action begins.

 

Chief Steve Gotelaere said several actions are happening simultaneously.  The command center is located in the courthouse; however, a new facility will be open in 2003. 

 

Because the panel is very interested in the transportation of chemicals, Mary will invite a speaker to talk about the regulation and safety requirements of the industry.  Scott Campbell will get the name of a representative from Burlington Northern/Santa Fe Railway to Mary for consideration.  Carol Lindberg said a representative of UWS also is knowledgeable in the area.  The panel said it is very interested in safety and in the maintenance of tracks.

 

 

 

 

 

Plant Report

 

            Dave presented the refinery’s report since the last meeting.  [A copy is attached to these minutes for those not present.]  In response to a question posed during the previous meeting, Liz Lundmark said 8,000 pounds of SO2 was emitted during the incident.  [See the November minutes for details.]  This is a response to the question posed by Tad.  As for hydrocarbons, 632 pounds were released.  Dave said the refinery continues to have problems with finding silt in the crude products it is receiving.  This poses a challenge for disposal.  The company is working to find a resolution and has permission from the DNR for temporary trials.  They also have requested assistance from DNR in addressing the rules that allow producers and pipelines to inject these materials into the crude oil.

            Committee Reports

 

Communications – The committee is moving forward:

·        Optimist Club - Third week in February.  Frank Giesen will give the presentation with Dave.

·        City Council - Frank and Bob will give the presentation with Dave.

·        Development Office - Second Monday in February.  Bob will give the presentation with Dave.

·        Mary will have the brochure updated and copies to Dave for distribution.  The brochure was reviewed by the panel.

·        Bobbi Engstrom Germond agreed to contact the realtors group to see if they would appreciate a presentation.

·        Bob Browne will contact the Lions Club.

·        Committee members are Frank Giesen, Fariba Pendleton, Bob Browne, Kate Whitby.

 

Emergency preparedness – Interested parties will meet with a potential vendor to learn about the Reverse 911 phone system.  Dave invited panel members to attend the meeting.  It is scheduled for January 10.  An update will be given during the next meeting.  The panel identified questions for Dave to ask the vendor.  (Committee members are Dave Podratz, Bob Browne, Carol Lindberg.)

 

Youth environmental education programs – Tad said Peggy Smith is working to secure grants that may be helpful in getting the program off the ground.  Tad said Peggy is hopeful the grants will help entice teachers to participate in the programs.  An update will be provided during the next meeting.

Next Meeting Date and Agenda

 

The February meeting will include committee updates.  Mary will invite representatives to talk about the transportation of chemicals.
