The regular meeting of the Murphy Oil USA, Superior Refinery Community Advisory Panel (CAP) was called to order by facilitator Ann Green beginning at
6 p.m., August 1, 2002.
Ann introduced herself as the new facilitator and asked everyone to introduce themselves. She also introduced new member, Courtney Podvin, who is a student at Superior High School.
Dave Podratz presented Kate Whitby with a card and gift certificate in recognition of her service as a CAP member as she departs for college. This was her last meeting.
Ann reviewed the agenda and team agreement. The minutes of the previous meeting were approved as presented.
New Business
Forum Planning Session
Ann introduced the topic of the potential to have an open forum or open CAP meeting which was a suggestion made at the April meeting by some guests. The CAP concluded that meetings in the different neighborhoods around Superior would be the best approach. They identified potential neighborhoods for visits to be the east end (priority), south end, Belknap south, Billings Park, north end, and Allouez. The CAP identified as initial goals for the outreach meetings to be recognition for the CAP, discussion of environmental quality, discussion of safety and notification in an emergency, and information about what Murphy does for the town.
At the next meeting, CAP members agreed to discuss how presentations would be handled and how the agenda would be organized for these meetings.
Potential Education Program for Schools
Ann said she understood the Education Committee was working on a project through Peggy Smith. She said, however, there might be other projects that can be administered through the CAP including a mini-grant program that is currently being conducted at the Meraux, Louisiana, refinery of Murphy Oil. She shared an outline of the mini-grant program with CAP members. CAP members initially indicated they might be interested in a program for K-12. They agreed to further discuss this idea at the next meeting.
Plant Update
Dave provided information regarding the status of plant activities and programs in the attached handout. The plant has gone 479 days since its last lost-time injury.
Communications – Bobbi Germond reported she has scheduled a presentation to the local Realtor’s Association and will email the details to Dave. Tom Strewler has talked to Jay Mitchell about scheduling a presentation for educators. Dave suggested the information be shared one school at a time potentially through the PTA meetings. Tom will follow up with Great Lakes Elementary School which is the closest school to the facility.
Emergency Preparedness – Keith Kesler said an agreement is just about completed with First Call. Dave said the city and county will be contracting for the service with Murphy and BP Amoco funding the project. The company would be funding the project in a lump sum for the first five years. That is at a cost of $25,000.
Youth Education – Dave said a meeting has been scheduled for Monday with Peggy Smith regarding the grant proposal. This will be for teacher training and curriculum development for environmental sciences.
Ann asked CAP members to complete a survey and mail it back in the attached stamped envelope (included for those not in attendance). This information will be used to complete the annual planning and evaluation process that will be part of next month’s agenda.
Tour
Dave conducted a tour of the refinery. After which, the meeting was adjourned at 8:30 p.m.
